Users should activate the fan on slow speed before they begin to saturate the moisture content inside the goggles. The anti-fog lens coating is hydrophilic: it absorbs moisture to help prevent fogging, but once it has absorbed its fill of moisture, it can take time to dry the coating out (even with the fan on) without removing the goggles and letting the lens dry out. So the natural tendency for users to turn the fan on only after the goggle begins to fog is not optimal.
